The South Carolina Housing Trust Fund (SC HTF) is a valuable resource for developing and maintaining safe, quality affordable housing for low to very low-income households within the state. Funding and assistance for eligible home repairs and supportive housing projects are provided through three core assistance programs—The Housing Preservation Initiative Program, Disaster Assistance Program and Supportive Housing Program. SC Housing administers its SC HTF core programs in partnership with other government organizations, non-profit sponsors and affordable housing developers. The South Carolina Housing Trust Fund also coordinates its efforts with other federal, state, and local housing assistance programs to achieve maximum benefit for participants.
The Disaster Assistance Program (DAP) is a block grant program created to address housing recovery needs resulting from recent natural disasters affecting South Carolina. Eligible applicants are units of local governments (cities, counties, councils of governments). Funds are to be used to provide up to $30,000 per home for disaster related repairs for homeowners at 80% AMI or below. This is a statewide program available in areas that do not have a FEMA declaration.
The Housing Preservation Initiative Program (HPI) provides financial assistance to help low to very low-income homeowners with essential interior and exterior home repairs to correct life, health and safety issues so that they can live safely in their homes. Funding can assist with the repair or replacement of major housing systems, including roofs, water heaters and HVAC equipment. Accessibility modifications for persons who are disabled are also eligible. Depending on the scope of work, a private home inspection may be required to help identify any additional repairs that may be needed to ensure the homeowner has safe and decent living conditions. The HTF Approved Sponsor coordinates all of the work with qualified contractors. The homeowner benefits by staying safely in a home that they can continue to enjoy for years to come. Local communities also benefit by maintaining the supply of affordable homes in their area. Repairs under $15,000 are awarded as a grant. Repairs over $15,000 are provided as a “forgivable loan” to the homeowner as long as they maintain the home as their primary residence for the set period.

Sponsors may begin submitting applications for the Housing Preservation Initiative as of July 1, 2026. Any “open” projects submitted through the Housing Trust Fund’s (Legacy) Home Repair (HRP) and Critical Home Repair (CHRP) Programs MUST be completed using the legacy program requirements. Limitations on the number of open projects allowed in the legacy programs will apply under the Housing Preservation Initiative.

The Supportive Housing Program (SHP) helps develop affordable rental housing options for individuals and families with complex housing needs who may need support services to live independently in the community. The services are voluntary and help to improve their quality of life. The program serves individuals with disabilities, including those experiencing homelessness, who may need temporary shelter, transitional housing, or a group home.
