COLUMBIA, SC – The Board of Commissioners of the South Carolina State Housing Finance and Development Authority (SC Housing) has announced that Robert Macdonald will serve as the agency’s next executive director.

Macdonald, who has served as SC Housing’s chief of staff since July 2024, will succeed Executive Director Richard Hutto, who is set to retire in January.
Chosen for his leadership, deep understanding of the agency’s mission, and proven record of guiding SC Housing’s programs and initiatives, Macdonald’s appointment ensures continuity and stability for the organization.
“We are thrilled to have someone of Robert’s caliber step into this role,” said SC Housing Board of Commissioners Chairman Todd Latiff. “During his time with SC Housing, he has consistently demonstrated exceptional leadership, strategic insight, and an ability to develop innovative solutions that advance our mission to expand affordable housing across South Carolina.”
Prior to joining SC Housing, Macdonald served as Director of the Debt Management Division at the South Carolina Treasurer’s Office, where he oversaw the management and issuance of bonded debt for the state and its agencies.
Widely respected in the finance industry, Macdonald brings more than 25 years of experience in public accounting and the private sector. Known for his strategic planning, implementation, and operational management expertise, Macdonald’s skills will help advance SC Housing’s mission of providing safe, affordable housing for South Carolinians.
A native of South Carolina, Macdonald holds a Bachelor of Science in Accounting from the University of South Carolina. He is also a Certified Public Accountant (CPA) and a Certified Government Finance Officer (CGFO).
“It has been a privilege to watch Robert grow into this role, and I have full confidence that the agency will continue to thrive under his leadership,” said outgoing Executive Director Richard Hutto. “Leaving SC Housing is bittersweet. This agency and its mission have meant so much to me over the years, but knowing that Robert will be stepping into this role gives me tremendous comfort. His leadership, character, and vision will ensure SC Housing continues to grow and make a difference for people across South Carolina.”
